How Much Does College Counseling Cost in 2026? Fees, Packages and Rates

How much does college counseling cost? For a private counselor in the US, the best recent data puts the typical answer at about $240 an hour or a little over $6,000 for a full package per student. Those averages come from industry surveys of independent educational consultants, and they have risen sharply since 2019. In India, paid study abroad counseling usually costs a fraction of that, and many consultancies charge families nothing at all because universities pay them instead.

This guide is written for counselors deciding what to charge for the 2026–27 season and for counseling businesses reviewing their packages. Families comparing quotes will find the same numbers useful. All figures are from published surveys and sources we checked in November 2026; we say which year each one describes, because most fee data runs a year or two behind.

What changed in college counseling fees?

Prices have risen fast. CollegePlannerPro, which sells software to independent educational consultants (IECs), has surveyed IEC pricing every year since 2019. In its 2025 report, based on 600 anonymous responses about what consultants charged in 2024, the average hourly rate was $239, up 7% from the year before and up from $163 in the first survey. The average total cost of services per student was $6,388, more than 65% higher than the $3,862 reported in 2019.

The company has since released a 2026 edition covering what more than 550 consultants charged in 2025, but its figures sit behind a sign-up form, so we have not used them here. Treat the 2025 report as the most recent public benchmark, and expect current prices to be somewhat higher.

The older benchmark from the Independent Educational Consultants Association (IECA) points the same way. Its December 2022 State of the Profession report, drawn from nearly 1,000 member responses, gave a mean hourly rate of $230 and a mean comprehensive fee of $6,450 on January 1, 2022, up more than 25% in three years. IECA said most consultants charged between $4,000 and $7,500 for a package, and that international consulting ran about 25% higher.

How much does college counseling cost per hour and per package?

Averages hide a wide spread. Experience, team size and region all move the price, and almost every consultant sells packages rather than hours: 92% of respondents to the 2025 survey bundled their services into packages, and only 8% billed exclusively by the hour. Region matters too: in the previous year's survey, the average total cost per student ranged from $4,784 in the Southeast to $7,180 in the Mid-Atlantic.

Measure (2025 survey, 2024 fees)Average
Hourly rate, all respondents$239
Hourly rate, fewer than 1 year of experience$217
Hourly rate, 11+ years of experience$263
Total cost of services per student$6,388
Lowest-priced package offered$3,763
Highest-priced package offered$7,886
Per student, sole consultant$5,867
Per student, firm of 2–5 consultants$7,465
Per student, firm of 11+ consultants$11,033

Two patterns matter for pricing decisions. First, the gap between a new and a veteran consultant is real but not huge on the hourly rate ($217 against $263), while it is wider on packages ($5,107 against $7,284 per student). Families pay a premium for an experienced counselor managing the whole process more than for an experienced counselor's hour. Second, the largest firms charge almost twice what solo consultants do per student, which likely reflects broader services and more staff time per family.

Why are college counseling fees so high?

The work is time-heavy and seasonal. A comprehensive package can cover several years of meetings, a college list, essays for many schools, applications, financial aid questions and decisions, often with a long tail of messages in the final months. Most consultants also keep their caseload small: in the 2025 survey, 25% worked with 10 or fewer students per graduating class and another 35% with 11 to 20.

Demand is also strong because school counselors are stretched. The American School Counselor Association reports a national ratio of 372 students per school counselor in US public schools in 2024–25, better than 376 the year before but well above the 250 it recommends. Many families hire a private counselor for the one-to-one time a school cannot give.

Not every family pays the full price, either: 84% of respondents to the 2025 survey took on pro bono clients, and IECA's 2022 report found 79% of its members offered pro bono help.

How much do study abroad consultants charge in India?

The Indian market works differently. Leap Scholar, a study abroad company, wrote in July 2026 that paid consultants typically charge about INR 30,000 to INR 1.5 lakh for end-to-end support. Many large consultancies offer counseling free of charge and earn commissions from partner universities when a student enrolls. Leap Scholar, whose own core counseling is free, notes that these consultants' recommendations often favor partner institutions.

That model is under more scrutiny in some destination countries. In Australia, education providers have been banned from paying agents commissions for students who transfer to them onshore partway through a course, for transfers after 31 March 2026. The rule does not cover commissions on a student's first enrolment, and agents can still charge students their own fees.

For an Indian counselor or school-based counselor setting up a paid practice, the commission model is the alternative many families will compare you with. The strongest case for a fee is independence: IECA members affirm every year that they accept no compensation from any institution for placement or referral, and the association bars members who promise admission. If you charge families, say clearly that you are not paid by colleges and that your list is built for the student.

How should counselors set their college counseling fees?

Start from your costs and the hours a package really takes, then check the market. A simple process for a solo practice:

  1. Track your hours for one full cycle, by student and by task (meetings, list building, essay rounds, messages). Watch the final months closely, when unplanned hours tend to pile up.
  2. Set an hourly floor from your target income, your realistic billable hours and business costs such as software, insurance, travel and association dues.
  3. Build packages from that floor: hours per package times your rate, with a margin for the unplanned work every senior brings.
  4. Offer two or three tiers by grade or scope, plus an hourly or a la carte option for single tasks such as a college list review.
  5. Write the scope into a contract: what is included, how many colleges and essays, response times, payment schedule and what you will not do, such as write essays or guarantee results.
  6. Publish a pro bono policy and decide in advance how many places you offer each year.
  7. Review prices once a year against your hours and the latest survey data, and raise them for new clients first.

Price the work you actually deliver. If you meet a student twice a month for two years, a low package price will be paid for in your evenings. If families mostly need help in senior year, a shorter, cheaper package may sell better than a four-year one.

What should families compare besides price?

A higher fee is not proof of better advice, and a free service is not free if it narrows a student's options. Before signing, families can ask:

  • Are you paid by any college, university or agency for placing students?
  • What exactly is included, and what costs extra?
  • How many students do you work with per graduating class?
  • Which countries and types of colleges do you know well, and which campuses have you visited?
  • Do you belong to a professional association with an ethics code, such as IECA or HECA?
  • What happens if we need to stop partway through?

Anyone who guarantees admission to a particular college should be ruled out.

Where does Pave fit?

Pave is college counseling software for independent counselors and counseling firms. It keeps student profiles, college lists built from verified data across 13+ countries, essays with AI feedback, application deadlines, timesheets and invoices in one workspace, and its Meeting Recorder captures what was agreed in each session. Frequently asked questions

How much does college counseling cost per hour?

In CollegePlannerPro's 2025 IEC Pricing Survey of 600 independent educational consultants, the average hourly rate for 2024 work was $239, up 7% on the year before. Consultants with fewer than one year of experience averaged $217 and those with 11 or more years averaged $263. IECA's December 2022 report put the mean at $230.

How much is a comprehensive college counseling package?

The same 2025 survey found an average total cost of services of $6,388 per student, with the average lowest-priced package at $3,763 and the average highest-priced package at $7,886. Solo consultants averaged $5,867 per student and firms with 11 or more consultants $11,033. IECA reported a mean comprehensive fee of $6,450 on January 1, 2022.

Why do some study abroad consultants in India charge nothing?

Many "free" study abroad consultancies are paid commissions by partner universities when a student enrolls, so the university rather than the family pays. Leap Scholar notes that their recommendations often favor partner institutions. Paid consultants in India typically charge about INR 30,000 to INR 1.5 lakh for end-to-end support.

Should an independent counselor charge hourly or by package?

Most offer packages: 92% of respondents in the 2025 CollegePlannerPro survey bundle services into packages and 8% bill only by the hour. A common setup is one or more comprehensive packages by grade or scope, plus an hourly or a la carte option for single tasks such as an essay review or a college list check.

Is a private college counselor worth the cost?

It depends on how much help a student's school can give and what the family needs. US public schools averaged 372 students per school counselor in 2024–25, against a recommended 250, so time for one-to-one college advice is limited in many schools. A family should compare scope, experience and ethics, not price alone, and avoid anyone who promises admission.
