Australia Student Visa 2026: What the Genuine Student Requirement Means for Your Students

What changed in Australia's student visa rules on 2 October 2026, how the Genuine Student requirement works, and how counselors can help students prepare.

Australia's student visa rules changed on 2 October 2026. If you're a school counselor or parent helping a student apply to study in Australia, here's what's new, how the Genuine Student (GS) requirement works, and how to prepare a strong application.

What changed in Australia's student visa rules on 2 October 2026?

The Migration Amendment (Student Visa Reform) Regulations 2026 took effect on 2 October 2026. Their aim is to stop "visa hopping", where people move from one temporary visa to another to extend their stay in Australia. The key changes are:

  • Most further Student visa applications must be made offshore. Most existing Student (subclass 500) visa holders who want a new Student visa must now apply from outside Australia, and the visa must be granted while they are outside.
  • Family members must apply at the same time. Partners and children can no longer be added later through a separate "subsequent entrant" application, and only certain groups can include family members.
  • The 28-day grace period has been removed. Students whose visa has recently expired can no longer apply again from inside Australia, apart from limited exceptions.

Does this affect students applying from Dubai?

Students applying from outside Australia for their first degree are largely unaffected by these onshore changes. But the reforms show clearly what the Australian government expects: genuine students with a genuine study plan.

What is the Genuine Student (GS) requirement?

The Genuine Student requirement is the test the Department of Home Affairs uses to decide whether a Student visa applicant genuinely intends to study in Australia. It replaced the Genuine Temporary Entrant (GTE) requirement on 23 March 2024 and applies to all Student visa applications made since then.

What does the GS requirement ask?

Instead of writing a long GTE personal statement, applicants answer specific questions in their visa application. In plain terms, these cover:

  • their current circumstances, such as family, community and education
  • why they chose this course, this education provider and Australia
  • how the course will benefit their future
  • their immigration history, including any previous visa refusals

The visa officer is looking for answers that are clear, consistent and make sense together.

Why the Genuine Student test is really a counseling question

The GS questions are the same questions a good counselor asks when building a university shortlist: Why this course? Why this university? Where will it lead?

Students who have explored their interests, compared options and chosen a course for clear reasons find these questions easy to answer. Students who chose a course at the last minute often struggle.

How counselors can help students prepare for the GS requirement

  1. Make every Australian choice explainable. For each course on the shortlist, the student should be able to explain in two sentences why it fits them.
  2. Connect the course to a future. Encourage students to research where graduates of the course go next, and how it fits their own goals.
  3. Keep a record of the decision. Notes from career conversations, subject choices and university research help students write clear, consistent answers.
  4. Compare Australia with other countries. If Australia isn't the right fit for a student's plans, it's better to find out early and explore alternatives.

How Pave helps students choose courses they can explain

A clear, well-researched course choice is the strongest foundation for a Genuine Student answer.

Pave Counselor Suite brings verified university programme data from many countries into one place, including teaching language, fees, entry requirements and living costs. Counselors and students can compare real options side by side and choose a course for reasons they can explain, in Australia or anywhere else.

Frequently asked questions

When did Australia's new student visa rules start?

The Migration Amendment (Student Visa Reform) Regulations 2026 took effect on 2 October 2026. Applications lodged before that date are assessed under the previous rules.

Has the Genuine Student requirement replaced the GTE?

Yes. The Genuine Student requirement replaced the Genuine Temporary Entrant (GTE) requirement for Student visas on 23 March 2024.

Do students still need to write a GTE statement for Australia?

No. Applicants now answer specific Genuine Student questions within the visa application instead of writing a separate GTE statement.

Can students extend their Student visa from inside Australia?

In most cases, no. Since 2 October 2026, most existing Student visa holders must apply for a further Student visa from outside Australia, unless they fall within a limited exemption.

Are students applying from the UAE affected by the 2026 changes?

Students applying from outside Australia for their first course are largely unaffected by the onshore restrictions, but every application is still assessed under the Genuine Student requirement.
