CBSE career guidance: what the 2026 counsellor rule asks of schools

CBSE career guidance became a staffing rule in January 2026. Every affiliated school now needs a career counsellor for each 500 students in Classes 9 to 12. Here is what changed and how to run it.

What the CBSE career counselling rule says

A CBSE circular dated 19 January 2026 amended Clause 2.4.12 of the Affiliation Bye-Laws, 2018, adding two sub-clauses.

Before the change, a full-time counsellor was required only in schools with more than 300 students in Classes 9 to 12.

  • Appoint a career counsellor, at a ratio of one for every 500 students in Classes 9 to 12.
  • Appoint a Counselling and Wellness Teacher (socio-emotional counsellor), one for every 500 students.
  • Career counsellor: a graduate or postgraduate degree in a field such as humanities, science, social sciences, management, education or technology.
  • Wellness teacher: a degree in psychology, or a postgraduate degree in social work in mental health or counselling, plus CBSE's 50-hour capacity-building programme.

We could not find the circular itself on CBSE's website. The facts above come from the reports listed under Sources, which quote it. Check the circular with CBSE before you act on it.

A CBSE career guidance checklist for the school year

The circular sets staffing. How counsellors run the programme is up to each school. This is our suggested plan, not a CBSE requirement.

Staffing

  • Count students in Classes 9 to 12 and work out how many career counsellors the 1:500 ratio needs.
  • Check each counsellor's degree against the circular and keep the documents on file.
  • Name who leads career guidance and who handles socio-emotional counselling.

Class 9 and 10

  • Run a career interest assessment and discuss the results with each student.
  • Hold one career conversation per student each year and note what was agreed.
  • Brief parents before Class 11 stream and subject choices.

Class 11 and 12

  • Build a course and college shortlist with each student, in India and abroad.
  • Track entrance tests, application deadlines and documents for each student.
  • Keep parents informed of deadlines and decisions.

Records

  • Keep a record per student: assessments, meetings, choices and outcomes.
  • Review caseloads each term so no counsellor is far above 500 students.
  • Keep evidence of the programme ready for affiliation and inspection visits.

Running CBSE career counselling with Pave

A caseload of 500 students needs records that do not live in one person's notebook. Pave gives each student one workspace that any counsellor can open.

  • Students take a psychometric career test, and you discuss the results with them
  • Meeting notes, tasks and a timeline for each student, from Class 9 to Class 12
  • College and course lists, with verified data across 13+ countries for students looking abroad
  • Email reminders to students, with parents copied when it helps
  • Students assigned to each counsellor, and a count of active and placed students

Questions about CBSE career guidance

Is a career counsellor compulsory in CBSE schools?

Yes. A CBSE circular of 19 January 2026 amended Clause 2.4.12 of the Affiliation Bye-Laws, 2018. It makes a career counsellor compulsory, at one for every 500 students in Classes 9 to 12.

What qualifications does a CBSE career counsellor need?

Reports of the circular say a graduate or postgraduate degree in a field such as humanities, science, social sciences, management, education or technology.

Is the career counsellor the same as the wellness teacher?

No. The circular describes two roles: a Counselling and Wellness Teacher for socio-emotional support, and a career counsellor. Each has its own qualifications.

What prompted the change?

Reports link it to a public interest litigation filed in the Rajasthan High Court in July 2025 about student mental health and guidance.

How does Pave help a CBSE school counsellor?

Each student gets one workspace for assessments, meetings, choices and deadlines. Counsellors share the caseload with assigned students, and parents can be copied on reminders.
